Capiz State University Main Campus was established in 1917 as Capiz Trade School with intermediate woodworking course for boys as the first and only subject offered. The library was organized in 1948 , while the first librarian, Dolores Deocampo, reported for duty in 1954.
The institution has seen several transition: it was renamed Capiz School of Arts and Trades in 1957 and was converted to Capiz Institute of Technology in 1969. It merged with Panay State Polytechnic College in 1999 and became the institution’s main campus when it was finally converted to Capiz State University in 2004.
The library has also evolved as the institution developed into the premier public higher education institution in the Province of Capiz. Succeeding Mrs. Deocampo was Mrs. Norma Opina, who oversaw the establishment of the college library in the third floor of the Engineering (now COED) Building. Meanwhile a separate library for secondary education catered the high school students, with, Ms. Corazon Agnas, and then, Mrs. Azucena B. Cabantug, serving as successive high school librarians.
In 2000, the college library was transferred to the restored Gabaldon Building. In 2001, the libraries were centralized after the high school and higher education libraries were merged. Through the years, the library has seen steady development. The management continuously acquired books and later, information technology was integrated with the installation of internet in 2004.
In 2013, Mrs. Cabantug retired and was succeeded in 2015 by Christian George Acevedo, who aggressively embarked on updating library collections and acquisition of more information technology. In 2015, the library became the recipient of the DOST Starbooks and the Integrated Philippine eLibrary project (IPEL),which lasted until 2019. The university administration also constructed a new library building in 2017 to accommodate increasing number of enrolees. Another three-storey multi-use building is presently constructed, where two floors are allotted for e-library spaces.
